The 2 does not matter in this case because it does not affect the slope. We can simplify this question to get 5x-3y=0. Move the -3y to the right to get

5x=3y.

Divide by 3 to get:

5x/3=y

Therefore, the slope is 5/3. But to find the slope of the line perpendicular to it,  you multiply by -1 and then reciprocate it. So, you get -3/5 as your slope. .
