Remember that the slope intercept formula is:

y = mx + b

m is the slope ([tex]\frac{rise}{run}[/tex])

b is the y-intercept

In this case the slope is...

[tex]\frac{1}{2}[/tex]

The y-intercept is...

(0, 3)

so...

y = [tex]\frac{1}{2}[/tex]x + 3
