[tex]y = -4x^2 - 24x + -36[/tex]

[tex]y = -4(x^2 + 6x) -36[/tex]

[tex]y = -4(x^2 + 6x + (6/2)^2) + 4(3)^2 -36[/tex]

[tex]y = -4(x + 3)^2[/tex]

We clearly get the maximum at x=-3, in which case y=0
