technically both. there can be a monarchy that is leaning more twards democracy but as long as the people do not have a say in who their leader is it is a monarchy or a dictatorship. Sometimes monarchys can turn into a dictatorship if someone without royal blood forces their way onto the throne and is able to keep it through threats and force.
