believe there's a typo ? f(x) = 3x =5 

f(-4) means when x=-4 . 
So you have to substitute x as -4 and calculate. 

If f(x) = 3x+5 , 
So when x=-4, f(-4) = 3(-4) +5 = -7

If f(x) = 3x-5, 
So when x=-4, f(-4) = 3(-4) -5 = -17
