The total temperature change if it decreased and then increased would be a 28% decrease.

How would the temperature change?

Assuming the temperature started at 10°C, the change is:

= 10 x (1 - 60%)

= 4°C

Then another change of:

= 4 x (1 + 80%)

= 7.2°C

Change is:

= (10 - 7.2) / 10

= 28% decrease
