It is possible to answer this question through Determinant

| X     Y     1 |

| X₁    Y₁    1 |  = 0

| X₂    Y₂   1 |

We have:

(X₁; Y₁) = (-9; 8)

(X₂; Y₂) = (-3; -1)

then

| X   Y   1 |

| -9  8   1 |  = 0

| -3  -1   1 |

9X + 6Y + 33 = 0
