The correct answer is not on the  list of choices.

It must be either the second choice or the third choice,
and you must have copied it wrong.

                  ('x' gallons) times (cost of 1 gallon)  =  $52

Divide each side by ('x' gallons) :

                                               Cost of 1 gallon = $52 / x .
