So, I assume that the statement is:

A monarchy can be like a dictatorship or it can be part of a democracy.

And this is true.

For example, the Sultan of Brunei today is an absolute monarch: an example of monarchy being like a dictatorship (though in reality it's more democratic than a dictatorship)

At the same time some countries with monarch are democratic: UK, Denmark, Spain and Sweden.
